Budget Proposal for FY23
At the April 11 meeting, the Bloomington City Council will vote on the proposed City budget for the 2023 fiscal year. The fiscal year for Bloomington runs from May 1, 2022, through April 30, 2023.
This budget is a roadmap for the fiscal year’s expenditures and reflects the goals and priorities of our community. The budget process involves analysis of revenue projections, identification of priorities, and allocation of resources and expenditures. This process begins in August and involves input from the community, the City staff, and various City boards and committees. Departments review performance data, consider their budget needs, and outline the fees, charges, and taxes necessary to provide adequate levels of services for our community.
A few items to note in this budget:
The city’s proposed budget is $269 million, about 7% higher than FY22 budget, mostly due to federal COVID-relief funding;
Approximately $6.7 million of the proposed budget is funding received from the American Rescue Plan;
The budget includes significant additional funding for infrastructure improvements, including roads and sewers;
The Bloomington Public Library expansion and renovation is a one-time expenditure of $2.5 million.

As always, I welcome your thoughts on the budget or other issues before our City Council.
